Living in the UK, UAE, Saudi Arabia or another country while your house, inheritance matter or legal documents are in Pakistan? You may need someone you trust to act on your behalf. A Power of Attorney for overseas Pakistanis can make that possible without giving the person ownership of your property.
But the wording matters. A document meant only to collect a property record should not quietly allow someone to sell the property or receive its sale price. Before you sign, understand what authority you are giving, how to attest it and where it must be accepted in Pakistan.

What Is a Power of Attorney?
A Power of Attorney (POA) is a legal document in which one person (the principal or executant) authorizes another person (the attorney or agent) to carry out stated acts on their behalf.
Here, attorney does not necessarily mean a lawyer. It may be a relative or another trusted adult in Pakistan. What matters is the person's identity, reliability and the authority written in the document.
Example: Farah lives in Dubai. She wants her brother in Lahore to obtain certified copies of her property record. She could authorize him only to request, collect and submit those documents. She does not need to authorize a sale merely to collect a record.
Important: A POA is authority to act, not an automatic sale deed, gift deed or transfer of ownership. Whether the agent can sign a transaction depends on the wording, applicable law and the receiving office's requirements.
General vs Special Power of Attorney
| Type | Typical scope | Example |
|---|---|---|
| Special Power of Attorney (SPA) | Specific tasks or one defined transaction | Obtain a succession record or represent the principal in a named property matter |
| General Power of Attorney (GPA) | Wider powers across several matters | Manage specified business or administrative affairs over time |
A Special Power of Attorney is often the safer starting point when only one job needs to be done. It should state exactly what the agent may do, which property or case it covers, and whether the agent can sign, receive money or appoint somebody else.
A broad General POA may be appropriate for some continuing arrangements, but it deserves closer scrutiny. Even a document titled “Special POA†can contain very broad powers: read the clauses, not just the heading.
Who Can Apply Online Through NADRA?
Pakistan's NADRA Digital Power of Attorney service, developed with the Ministry of Foreign Affairs (MOFA), allows eligible overseas Pakistanis to seek POA attestation remotely through the official online portal. It is an online attestation route, not an automatic approval of everything written in the document.
The Pakistan Embassy's published online eligibility guidance identifies requirements including an overseas Pakistani applicant, valid identity details for the principal, proposed attorney and two witnesses, an email address, overseas contact information, biometric information and an online payment method.
Availability and processing depend on the relevant Pakistani mission and the applicant's circumstances. Foreign nationals and certain exceptional cases may have different requirements, including an in-person visit.
Documents and Details You Need
Prepare the following before opening an online application:
- Valid CNIC, NICOP or POC, as applicable, for the principal, attorney and witnesses.
- The full names, identity numbers and contact details of the proposed attorney and two witnesses.
- Your working email address, phone number and address in the country where you live.
- A properly drafted Power of Attorney that describes the exact task and identifies relevant property or case details.
- A scanned copy of the POA showing original handwritten signatures, thumb impressions and the principal's photograph, according to the selected mission's instructions.
- The required biometric information for the applicant and two witnesses and a debit/credit card for applicable portal fees.
- Supporting papers, where relevant: title deed, allotment letter, property number, court case details or an affidavit.
The Pakistan High Commission's published digital attestation requirements stress that electronic signatures and electronically added thumb impressions on the scanned POA are not accepted in place of the required original marks. Verify the format required by your own mission before signing.
How to Apply Online: Step by Step
Step 1 — Draft the authority before you apply
State the precise purpose: collecting documents, conducting a defined legal matter, handling a tenancy or carrying out a particular property transaction. Identify the principal and attorney and, where relevant, the property address, plot number or case number. Remove every power you do not intend to grant.
Step 2 — Create an account on the official portal
Visit poa.nadra.gov.pk and choose the relevant Pakistani Embassy, High Commission or Consulate. Selecting the wrong mission can lead to delays or rejection.
Step 3 — Upload the details and signed document
Enter the principal's, attorney's and witnesses' details, upload identity records and the scanned POA, and complete the biometric requirements shown in the system. Ensure names and identity numbers match across all documents.
Step 4 — Pay and complete identity verification
Pay the fee displayed for your application. The relevant Pakistan mission may arrange a remote interview or further verification before attestation. Do not treat submission or payment as proof of approval.
Step 5 — Follow the mission's instructions for the issued record
After approval, follow the portal's instructions for downloading or printing the attestation record and, if required, sending the original POA and proof of attestation to your attorney in Pakistan. Keep your application reference and copies of all documents.
Common mistake: A person uploads a POA for “property management†but later asks the attorney to sell the house. If the document does not authorize that act, the attorney should not assume it is allowed. A properly drafted new authority may be necessary.
Embassy Attestation and Use in Pakistan
The manual embassy/consulate route remains available alongside the digital route at many missions. Manual requirements can include a personal appearance, original identification, photographs, a signed POA and witness identification. Check the specific mission's appointment and attestation instructions, rather than relying on a checklist from another country.
Once a POA has been attested abroad, it may require MOFA verification/re-attestation in Pakistan, and a property, registration, court or other receiving authority may impose additional formalities. MOFA's consular attestation guidance explains verification of POAs originating abroad.
For property registration, sections 32 and 33 of the Registration Act, 1908 address when an authorized agent may present a document and how the POA is to be authenticated for that purpose. The rules and provincial amendments applicable to the property must be checked; embassy attestation alone does not guarantee that a land office or housing society will accept a particular POA. See the official Registration Act text provided by the KP Code.
Power of Attorney for Property or Inheritance
Property POAs deserve extra care because an overbroad authority can expose the owner to serious financial loss.
Suppose Ahmed lives in London and wants a cousin in Karachi to check his inherited plot's records. The POA can authorize the cousin to obtain a certified ownership record, submit an application and collect acknowledgements without granting any power to sell, mortgage, gift or receive the sale price.
If a sale really is intended, a separate, clearly drafted authority should address the specific property, permitted transaction, signing power, sale-price handling, account for payment and safeguards. The relevant registrar or housing authority should confirm its format and registration requirements before the document is executed.
A POA also cannot make someone the owner of a deceased person's property or remove other lawful heirs. First establish the heirs and the applicable inheritance procedure. Our guides on transferring inherited property and NADRA succession certificates explain those separate steps.
For document-specific requirements, see Legal Document Preparation for Overseas Pakistanis.
Fees, Timing and the 120-Day Rule
There is no single reliable fee or processing time for every POA application. Consular charges may depend on the country, mission, application route and current fee schedule; registration, courier, stamp or other Pakistan-side charges may also apply. Use the amount displayed by the official NADRA portal or your mission's current instructions. Avoid paying an unofficial middleman who promises guaranteed approval.
What does “120 days†mean? MOFA's published consular guidance refers to a 120-day period for POAs attested by Pakistani missions abroad in connection with verification/re-attestation in Pakistan. Do not interpret this as a universal rule that every POA automatically stops existing after 120 days. Also check any registration or presentation deadline at the actual receiving authority. Acting promptly after attestation helps avoid rework.
As of October 2026, MOFA has also announced wider digital attestation changes for consular documents in Pakistan. Confirm the current submission method for your particular POA rather than assuming all cases require the same physical visit or that ordinary digital attestation replaces the NADRA overseas POA process.
How to Cancel or Revoke a POA
A principal may often revoke an agent's authority, but not every POA is freely revocable in every circumstance. Under sections 201–208 of the Contract Act, 1872, agency termination depends on matters such as revocation, completed business, notice to the agent and people dealing with the agent, acts already carried out and any legally protected interest of the agent. See the Contract Act text hosted by the Lahore High Court.
If you need to end an ordinary POA:
- Check the original wording and whether any sale, contract or other act has already taken place.
- Prepare a clear written revocation, identifying the earlier POA and the authority being withdrawn.
- Notify the attorney and relevant banks, property offices, registrars, societies or other third parties where the POA was or may be used; keep proof of delivery.
- Ask the relevant office whether registration, cancellation entry, public notice or further verification is required.
- Secure original documents and seek urgent advice if misuse, forgery or an attempted transfer is suspected.
A private revocation letter may not, by itself, protect you against someone who has not been notified. An agency connected with the agent's own legal interest can also raise section 202 issues. Never rely on the word “irrevocable†alone to decide the effect of a document.
Frequently Asked Questions
Can I make a Power of Attorney for Pakistan without visiting the embassy?
Eligible overseas Pakistanis can apply through the NADRA digital POA portal, subject to identity, witnesses, biometrics, payment and mission verification. An online application is not guaranteed approval.
Can I give Power of Attorney to my brother or another relative?
Generally, you may appoint a suitable person you trust, subject to the legal requirements and the receiving authority's rules. Their relationship to you is less important than their identity, reliability and the powers you grant.
Is General or Special Power of Attorney better for a property task?
If the person only needs to obtain documents or complete one defined task, a narrow Special POA often reduces unnecessary risk. The intended transaction and receiving authority's requirements decide the appropriate form.
Can an attorney sell my property in Pakistan?
Only if the POA and applicable law validly authorize the relevant acts and the transaction meets registration and other requirements. A general statement that someone can “manage†property should not be treated as automatic permission to sell it.
Is NADRA online POA the same as NADRA succession certificate?
No. A POA gives an agent authority to act. A succession certificate concerns eligible claims arising after a person's death. One does not replace the other.
Does a Power of Attorney expire after 120 days?
Do not assume so. MOFA publishes a 120-day attestation/re-verification requirement for incoming POAs. A POA's ongoing legal authority, any express end date and the deadline for presenting it to a particular office are separate questions.
Does a Power of Attorney end when the principal dies?
Agency generally ends on the principal's death under section 201 of the Contract Act, subject to relevant exceptions, including certain interests protected by section 202. The attorney should not continue using an ordinary POA after learning of the death without checking the law.
How do I stop misuse of a POA from abroad?
Keep the powers limited, do not leave blanks, retain copies, monitor transactions and notify the attorney and relevant offices promptly if you revoke authority or suspect misuse. For an attempted property transfer, seek immediate case-specific advice.
Safety Checklist Before Signing
- Purpose: Does the POA describe only the work you actually need?
- Identity: Are the principal, agent and witnesses correctly identified?
- Property: Are the address, plot or case details exact where needed?
- Limits: Have unnecessary sale, mortgage, gift, substitution and money-collection powers been removed?
- Payment: If money will be received, is the account and reporting process clear?
- Verification: Have you checked the requirements of your Pakistan mission and the office in Pakistan that will use the POA?
- Copies: Do you have the signed document, attestation evidence and submission reference?
- Exit plan: Do you know how to notify relevant parties if the authority needs to end?
The safest POA is not the longest one. It is the one that gives the right person only the authority actually needed. A few careful questions before signing can prevent a difficult dispute when you are thousands of miles away.
Legal information notice: This article provides general Pakistan-law guidance updated for November 2026. POA rules depend on the type of authority, country of execution, applicable federal/provincial law, receiving institution, property records and the particular facts. Confirm the current portal and consular requirements before relying on them.
